You can easily get usage monitors. They clamp around the service wire and give you a reasonably accurate view, down to the second. Depending on model/features, they can help you identify load by time, with additional sensors on whatever circuits you want.
Once you know where the load is, the rest of the decisions will come naturally.
No, it’s a vulnerability with PXE booting, AKA “boot to network”. While most hardware has the capability (often used to load the device in the first place), I would question how many are set to use this on a routine basis.

The idea of non-citizens having different rights (not none, but a very different set) is pretty well-established. But the courts have also long upheld that it’s all or nothing. Once you become a citizen, you have all of those rights. If you renounce, you lose them all. There is very little wiggle room on the subject.
Trump decided she wasn’t a citizen long before there was any question of fraud. That happened the moment she refused to kneel to him. The rest is just about how he can reach his goal of destroying anyone that would challenge him.
