I’m not an authority on the story, but I interpreted it to mean that those who reject the button/refuse to press it are not eligible to be killed by it. The first person to use the button might kill a random person (although I like to think that it just doesn’t take a life then), but after that, it just kills the previous button presser.

The stimulus checks proscribed by congress during covid, so kinda, yeah. I like the idea of a compound or a village for a multi-generational family home. Seems like a nice blend of closeness and respecting boundaries. I’m not saying that wasn’t the case in your situation. I’m sure you had a method of respecting their privacy, too.
