Is it possible to tell whether this is tea with milk, or coffee with milk from the picture alone?

Looks like, in order of decreasing concentration:
- mostly water
- then milk
- some tiny bit of either coffee or tea added below that

once worked in a psychiatric hospital. had a patient brew an insanely strong cup of tea, which they then reheated to brew a cup of equally strong instant coffee. absolutely vile stuff
